No root required to access the application and download the files. Root is needed to be able to use the files you download.
This application contains a number of files which are in a flashable .zip format that help you customize your phone. Examples of files include modded systemuis, themes, custom AEL kernels, ported apps, various other mods for your phone, etc. The files are downloaded to your internal SD card (in the "Downloads" directory). From there you can access them via a custom recovery and flash/ install them. You need root to do this.
As frequently as the Echoe Roms have been updating and expanding, in the same rate this application will keep up with the newest development in Samsungs flagship phones.
